Why Does Drainage Work Cost More in Central London?

Drainage work in central London can cost more than the same job in outer London because of what it takes to reach the drain, not the drain itself. Paid parking, the congestion charge, building access rules, restricted working hours and permits for work in the road all add time or cost. A blocked gully in the City is no harder to clear than one in Bexley. Getting a van, a jetter and an engineer to it often is. Is the drainage work itself more expensive in central London?

Usually not. Rodding, jetting and camera work take the same skill and equipment wherever the drain is. The extra cost comes from the conditions around the job.

There are some differences in the drains themselves. Central London has a lot of older buildings with deep basements, long shared runs and pumped drainage, and many were built long before their current use. A restaurant in a converted Georgian building or an office in a Victorian block can have drainage that is awkward to reach. That can mean a longer job, but it is a feature of the building, not the postcode.

How do parking and the congestion charge change the price?

They add a direct cost and time. A drainage van has to be close to the job, and in central London that usually means paid parking or a bay suspension.

The congestion charge applies to vehicles driving in the central zone during its charging hours, and a drainage van counts. Parking in controlled zones is paid by the hour and often limited in length. For longer jobs, such as a big jetting clean or an excavation, the council may need to suspend a parking bay in advance, which carries its own fee and needs booking ahead. Some companies build these costs into their price; others add them as separate line items. The Ultra Low Emission Zone now covers all London boroughs, so it should not be a reason for a central London premium on its own.

Ask before booking whether parking and the congestion charge are included in the price, and if not, roughly what they will add.

Why do building access rules add time?

Because in managed buildings the engineer cannot just turn up and start. Loading bay bookings, security checks, inductions and permits to work all take time before any drainage work begins.

Offices, hotels and blocks of flats run by managing agents often need a risk assessment and method statement in advance, a named contact on site and a booked slot for the goods lift or loading bay. Equipment may have to travel through a lobby, down to a basement plant room or up to a roof. Hose runs from the van to the chamber can be long. None of this is unreasonable, but it is time the engineer is on the job, and on an hourly rate you pay for it. On a fixed price, it should be agreed as part of the scope before the visit.

Does working out of hours cost more in central London?

It costs more everywhere, but central London businesses need it more often. Many restaurants, shops and offices can only have drainage work done before opening, after closing or at weekends.

Our prices sit in three bands: standard hours (7am to 5pm), evenings (5pm to midnight) and nights (midnight to 7am). A kitchen that can only be worked on after service will usually fall into the evening or night band. If the work is planned rather than urgent, check whether a standard-hours slot on a quieter day is possible. That is often the single biggest saving. For planned work across a site or a portfolio, a commercial drainage maintenance contract sets the visit times and prices in advance so there is no negotiation on the night.

What happens if the work is in the street?

If a private drain or connection has to be dug up in the road or pavement, the job needs a street works licence from the highway authority and proper traffic management. Both add cost and lead time.

Excavating in the highway is controlled under the New Roads and Street Works Act 1991, and the council or Transport for London, depending on the road, has to approve the work. That means applications, fees, barriers and signs, and sometimes restrictions on when the road can be opened. On red routes and busy central streets, the permitted working hours can be short. How can you keep a central London drainage job down to a fair price?

Give the company as much information as you can before they travel, book in standard hours where you can, and get every extra agreed in writing first.

• Tell them the exact address, which floor the problem is on and where the nearest chamber is, if you know.
• Say whether there is on-site parking, a loading bay or a goods lift, and whether a booking or induction is needed.
• Ask whether parking, congestion charge and permit costs are in the price or on top.
• If the job is not urgent, ask for a standard-hours slot.
• Ask what happens, and what you pay, if the engineer is kept waiting for access.
